Revaluation of real estate is required, pursuant to Connecticut General Statute §12-62a . The Town of Monroe’s last revaluation was effective October 1, 2009. 


The Grand List reflects assessed value of all taxable property located in the Municipality on the assessment date of October 1st. Real property is assessed 70% of the estimated market value as of the last revaluation; vehicles and businesses are assessed annually as of the assessment date.

Business personal property, including small home, internet, mobile heavy equipment, licensed trade or registered businesses of any kind and unregistered vehicles, must be declared by the Owner, Limited Liability Company or Corporation to the Assessor by November 1st annually. The business is subject to site inspection and audit periodically. Omitted or under declared property is subject to estimate, penalty and omitted taxable interest determined by review of the previous three years.

When a new structure is built or an existing structure is modified, the Assessor receives a copy of the building permit or is otherwise notified. New or omitted improvements are physically inspected, classified and valued based on a schedule of values developed at the time of the last revaluation. New construction completed after the assessment date are prorated to the date the Building Official issues the Certificate of Occupancy or when the structure is used or occupied.

Motor Vehicle Lists

Motor vehicle lists are furnished to the Town by the State of Connecticut and appraisals of motor vehicles are accomplished in accordance with an automobile price schedule recommended by the Office of Policy and Management. For the present Grand List, OPM recommended using the October issue of the National Automobile Dealers Association Guide (NADA). Section 12-71b of the Connecticut General Statutes provides that vehicles registered with the Commissioner of Motor Vehicles after the assessment date but before next July 1st are subject to property tax as if the vehicle was included on the October Grand List, based on the number of months of ownership between October 1st and September 30th. The tax is due January 1, a year and 3 months after the Grand List date. If the vehicle replaces a vehicle assessed on the October 1st Grand List, the taxpayer may be entitled to a tax credit. Vehicles purchased in August and September is not assessed until next assessment date. Assessments for motor vehicles represent 70% of the annual average retail value. Vehicles disposed and not replaced may be entitled to a tax credit; more information is available (here)

General

In addition to the visual observation of improvements in the community, the Assessor’s Office receives copies of permits issued by the Building Official. A physical appraisal is then completed and the structure classified and valued from valuation information gathered, tested and accepted by the State at the time of the last revaluation, 2009. Property depreciation and obsolescence factors are also considered when arriving at an equitable value. New construction completed after October 1st is prorated, added to the grand list and billed separately based on the date of Certificate of Occupancy, use or occupancy. The Assessor’s Office maintains records of property ownership, zone classification, lot maps, valuation, and exemptions.
