The Monroe Town Clerk’s Office would like to remind all electors of the Town of Monroe and any U.S. Citizen of the age of 18 years or more who is liable to the Town for taxes assessed against him or her on an assessment of not less than One Thousand ($1,000) Dollars on the last completed Grand List of such Town, that a BUDGET REFERENDUM will be held on TUESDAY, MAY 7, 2019, between the hours of 6:00 a.m. and 8:00 p.m. for the purpose of voting on the Annual Town Budget for the Fiscal Year July 1, 2019 to June 30, 2020.  Voting will take place at the following polling places:   

          District #1     Fawn Hollow Elementary School

          District #2     Stepney Elementary School

          District #3     Monroe Elementary School

          District #4     Masuk High School

Absentee ballots are now available in the Town Clerk’s Office located in Room 201 of the Monroe Town Hall.   Absentee ballots cannot be mailed for the referendum.

Persons who are not registered voters, who will be voting as property owners on the Grand List, must vote at the Town Hall between the hours of 6:00 a.m. and 8:00 p.m.

There will be extended office hours for absentee voting Tuesday, May 2nd until 7:30 p.m. Saturday, May 4th from 9:00 a.m. to 12:00 p.m. Persons who believe that they will be unable to vote in person on May 7th may apply for an Absentee Ballot.  Acceptable reasons for voting in this manner are limited to the following:

  1. Absence from Town during ALL the hours of voting (6:00a.m.- 8:00p.m.)
  2. Service in the Armed Forces (including the Service Academies)
  3. Illness
  4. Physical Disability
  5. Religious tenets which forbid such activity on Election Day

BUDGET REFERENDUM IS NOW THE FIRST TUESDAY IN MAY

On January 14, 2019 the Town Council adopted First Selectman Kellogg's proposal to amend budget adoption dates.

The dates up to and including the First Selectman's budget delivery to Town Council are unchanged.  The annual budget referendum date is moved from the first Tuesday in April to the first Tuesday in May.

The primary purpose of these changes are to provide:

• An additional month for the public to participate in the budget process. 
• More flexibility in the scheduling of Town Council and Board of Finance meetings for both the operating and capital budgets.
• The ability for a final budget to be presented at referendum that is based on greater due diligence and fewer assumptions.   Certain information, such as state aid, is often better understood later in the process.   Actual medical insurance rates are not available until mid-April.

A summary of the changes is as follows:

• Town Council to forward budget as proposed to Board of Finance: Changed from February 28 to March 15.
• Board of Finance delivers its final proposed budget to First Selectman: Changed from March 21 to April 20.
• Annual Budget Referendum: Changed from the first Tuesday in April to the first Tuesday in May.
• Date of the second referendum, if required: Change from three weeks from first referendum to two weeks from first referendum.
