TOWN OF MONROE

NOTICE OF TOWN MEETING

September 26, 2018

            NOTICE is hereby given that a Town Meeting of the electors and citizens qualified to vote in Town Meetings of the Town of Monroe will be held at the Monroe Town Hall, 7 Fan Hill Rd, Monroe, CT on September 26, 2018 at 7:00 p.m. for the following purposes:

Item 1:             To consider, discuss and vote upon an appropriation of $1,018,000 for the costs of a road construction and reconstruction phase 6 project (the “Project”) in the Town of Monroe (the “Town”) which was approved pursuant to the Town’s Annual Budget Referendum on April 3, 2018 regarding the implementation of the capital budget of the Town for the fiscal year ending June 30, 2019.  The Project includes the construction, reconstruction, repair and resurfacing of various roads located in the Town and all alterations, repairs and improvements in connection therewith, as well as engineering, architectural and temporary and permanent financing costs. To meet said appropriation and in lieu of a tax therefor, bonds of the Town shall be issued pursuant to Chapter 109 of the Connecticut General Statutes, as amended, or any other provision of law thereto enabling, in the amount of $1,018,000 or so much thereof as may be necessary after deducting grants or other sources of funds available therefor, which bonds shall be general obligations of the Town to which its full faith and credit is pledged.

Item 2:             To consider, discuss and vote upon an appropriation of $200,000 for the costs of the town hall campus safety and security improvements project (the “Project”) in the Town of Monroe (the “Town”) which was approved pursuant to the Town’s Annual Budget Referendum on April 3, 2018 regarding the implementation of the capital budget of the Town for the fiscal year ending June 30, 2019.  The Project includes: i) improvements to the town hall such as the replacement of exterior and interior doors, the installation of cameras and access controls and the replacement of gutters; ii) improvements to the library parking lot and sidewalks; and iii) all alterations, repairs and improvements in connection therewith, as well as engineering, architectural and temporary and permanent financing costs. To meet said appropriation and in lieu of a tax therefor, bonds of the Town shall be issued pursuant to Chapter 109 of the Connecticut General Statutes, as amended, or any other provision of law thereto enabling, in the amount of $200,000 or so much thereof as may be necessary after deducting grants or other sources of funds available therefor, which bonds shall be general obligations of the Town to which its full faith and credit is pledged.

Item 3:             To consider, discuss and vote upon an appropriation of $180,000 for the costs of planning, designing, and preparing bid documents for construction related to the EMS Facility Project Phase I (the “Project”) in the Town of Monroe (the “Town”) and all architectural, design, specialty consultant, environmental, engineering, other preconstruction, legal, financing and contingency costs that are related thereto. To meet said appropriation and in lieu of a tax therefor, bonds of the Town shall be issued pursuant to Chapter 109 of the Connecticut General Statutes, as amended, or any other provision of law thereto enabling, in the amount of $180,000 or so much thereof as may be necessary after deducting grants or other sources of funds available therefor, which bonds shall be general obligations of the Town to which its full faith and credit is pledged.

Item 4:             To consider, discuss and vote upon an appropriation of $918,000 for the cost of various capital purchases (the “Purchases”) in the Town of Monroe (the “Town”) which were approved pursuant to the Town’s Annual Budget Referendum on April 3, 2018 regarding the implementation of the capital budget for the fiscal year ending June 30, 2019.  The Purchases include: (i) two (2) dump trucks, a skid steer for landfill/dump, a rack body truck with lift gate and a truck body replacement; and (ii) six (6) vehicles to replace older vehicles for the Town, and to pay the costs of all temporary and permanent financing.  To meet said appropriation and in lieu of a tax therefor, bonds of the Town shall be issued pursuant to Chapter 109 of the Connecticut General Statutes, as amended, or any other provision of law thereto enabling, in the amount of $918,000 or so much thereof as may be necessary after deducting grants or other sources of funds available therefor, which bonds shall be general obligations of the Town to which its full faith and credit is pledged.

October 5th Absentee Ballots will be Available for the November 6, 2018 Election

ABSENTEE BALLOT REQUESTS

An absentee ballot may be applied for by any qualified registered voter unable to vote due to the following reasons:

  • Illness or physical disability
  • Absence from town during all election hours
  • Religious beliefs forbidding secular activity on election day
  • Serving as an election official at a polling place other than your own
  • Active service in the Armed Forces

If you should have any questions regarding absentee ballots, please contact
the Town Clerk’s office at 203-452-2811.

 

DOG LICENSING

All dogs over the age of 6 months must be licensed by the Town Clerk annually on or before June 30th (per CT General Statute Sec.22-338). The license is valid from July 1st through June 30th. Licenses cannot be issued without proof of current rabies vaccination.


When licensing a dog for the first time, please provide proof from your veterinarian that the dog has been spayed or neutered. The license fee for a spayed/neutered dog is $8; the fee for an unaltered dog is $19. There is a $1.00 late fee per month after June 30th. If you have moved to Monroe from another town in Connecticut, please provide us with your previous town’s current license. For a $1.00 fee, you will receive a Monroe dog license and a new tag number. If you lose your current tag it can be replaced for a fee of fifty cents ($.50).

You may obtain a dog license in person at the Town Clerk's office, or by mail by sending the correct fee (including any late fees), current rabies certificate and proof of spay/neuter, (click here for application) along with a self-addressed stamped envelope to:

MESSAGE FROM THE REGISTRAR OF VOTERS

May 14,2018 is the last day that an elector can transfer from one political party to another and be eligible to vote in the Gubernatorial Primary on August 14, 2018.  Only registered Democrats and Republicans will be able to vote.  Please remember, if you are registered as an "Independent" you are a member of a political party in Connecticut.  You may change your registration online at voterregistration.ct.gov or in person in Monroe Town Hall at the offices of the Registrars of Voters or Town Clerk.  Any questions, please call 203 452-2800.
