NEW  PROPERTY ASSESSMENTS RELEASED TO MONROE PROPERTY OWNERS

 

The Monroe Assessor’s Office sent real estate assessment notices by mailed to all property owners on January 25, 2010. The Town was required, per CGS 12-61(b)(3), to revalue all real property for the October 1, 2009 Grand List.

 

Employees of Tyler Technologies CLT Appraisal Services analyzed housing sales data, conducted field reviews on all properties, reviewed the property records and assisted in finalizing the new assessments in the fall of 2009 and continued through January 2010. 

 

The purpose of the revaluation is to establish the current fair market value of all property within the Town as of October 1, 2009, thereby creating an equitable distribution of property taxes.  All property in Connecticut is assessed at 70% of value by statute.

 

New market values were compiled for all of the approximately 7,500 parcels in Monroe by considering local sales that have taken place in the last two years, with the greatest emphasis placed on more recent sales to reflect the downturn in the market. The new values reflect the market conditions on October 1, 2009.

 

When reviewing the new values, homeowners should consider that although there was an increase with the 2003 revaluation, it was not the peak of the market.  Prices continued to rise through the 2006 Grand List year and didn't start to decline until the middle of 2007. In addition, the media has been reporting that the Real Estate market has experienced large declines in the prices of homes nationwide and at a state level, but revaluations are conducted using local sales values and Monroe has been fortunate in that we have not experienced the severe decline experienced in other areas.   

   

Taxpayers should also note that the new assessments did not reflect and tax credits or exemptions. For more information on potential exemptions, eligibility or the application process please email or call the Assessor’s Office.
